Description
St. Paul City School is a public PreK-12 charter school district located in the heart of St. Paul, MN. Our school serves nearly 615 students in an empowering community where every student is prepared to fulfill a meaningful, values-driven life.
All interested parties are invited to submit a proposal to provide transportation services for all St. Paul City School students. The terms of the initial contract are for the 2025-2026 school year, with renewal one-year extensions through 2026-2027 school year. Only those proposers that are identified through this RFP process as sufficiently qualified and experienced will be considered to provide the requested services for St. Paul City School.
St. Paul City School expects the proposer to have the staffing, resources, and expertise necessary to deliver exceptional and reliable student transportation service. St. Paul City School expects the proposer to have a management structure that will ensure high-quality customer service as well as a plan to maintain responsive and effective communication with St. Paul City School leadership. The proposer is expected to deliver the requested services at a competitive price and all necessary factors that contribute to the price must be included in the proposed price. The proposer is expected to demonstrate a track record of success in the industry, provide professional references and display sound business practices that show fiscal responsibility.
St. Paul City School's intent is to hold the proposer accountable for the operational responsibilities associated with student transportation, such that, St. Paul City School staff is not involved with facilitating or coordinating the day- to- day operations. The proposer must fulfill all obligations in compliance with all applicable local, state and federal laws and regulations. The proposer must be knowledgeable of and abide by all provisions of legislative enactments, by laws and regulations regarding safety and student transportation. A description of the services needed, and other pertinent information follow in the Request for Proposal (RFP).

Are Type III and 10 Passenger seats included? or is it only for buses?

On page 3 of the RFP, it lists submission instructions for email and shipping. Can you clarify if bidders have the option to submit proposals through one of these methods or if we should plan to submit both via email and shipping?
Bidders have the option to submit their proposals via any of the methods listed in the application. Bidders are not required to submit them in all forms
The RFP lists the bell times as 7:50am and 2:30pm. What time would you like buses to arrive in the am and leave in the pm?

Could you please confirm if it is acceptable to submit a bid exclusively for SPED and HHM services? If so, could you provide details on the specific requirements or procedures we need to follow?
